Yamaha Blaster will not start 04 could it be a TORS Problem?

It sat up for about 2 years until 3days ago
I have cleaned carburetor and air filter, put new spark plug in checked throttle cable confirmed that I am getting a spark. When I added choke cleaner/starter spray it tried to start which is the best I have heard so far. how do I know for sure if its getting gas? I kicked it a few times and pulled the spark plug and it dose not have gas on it I have heard that the TORS system on blasters can go out could that be it?
Please don’t answer if you don’t really want to answer my question
I have a 2 stroke problem and I need to hear from people familiar with them I have checked the regular stuff and it hasn’t worked that is why I’m asking for help

i have owned a blaster and two banshees all of them had a throttle override system on them. if the blaster is getting spark it is not the t.o.r.s. the problem with your blaster is the fuel/oil mixture gummed up in the carburetor because it sat for so long this is very common with 2 strokes. to fix your problem first take the bowl off the bottom of the carburetor clean it out real good also spray some carb/choke cleaner into the main jet from the bottom of the carb it’s brass and looks like a long nut. if this doesn’t work the carb will need to be taking apart and cleaned more thoroughly and possibly rebuilt
